Job Description

POSITION SUMMARY:
Provides information and referral, conducts psychosocial assessments which include mental status evaluations, formulates diagnostic impressions, develops individualized treatment plans, provides individual, family and group therapy for youth and/or adults. The CADC I will also provide education to individuals and groups in the community with a focus on high-risk populations including youth, pregnant women, and court mandated. The CADC I will be familiar with other services and resources in the community and work closely to provide information and support to the client when required.

MINIMUM QUALIFICATIONS:

  1. Education: Associate degree in psychology, social work, counseling, nursing, or alcohol/drug studies preferred. 150
    education hours in basic counseling skills, group counseling skills, alcohol & drugs of abuse pharmacology, HIV/AIDS risk
    assessment and risk reduction, counseling ethics, and clinical evaluation ASAM required.
  2. Licensure/Certification: Must have certification as CADC I or equivalent to CADC I standards as this relates to skill level and experience. (1,000 hours supervised experience in substance use disorder counseling, 150 contact hours of education and training in alcoholism and drug abuse related topics). Passing score on the NCAC I National Certification Exam. Valid Oregon Driver’s license with a clean driving record for the past three years. Must pass all criminal history check requirements as required by ORS 443.004. Have or obtain CPR/BLS certification.
  3. Experience: Must have at least one (1) year of clinical experience in providing outpatient SUD treatment services within the 12 Core Competencies. Experience with co-occurring disorders is required. Understanding of best practices in the delivery of community-based services. Cerner or other eHR systems experience required. Microsoft Office Suite experience required.
  4. Job Knowledge: Must have practical substance misuse and substance use disorder concepts, principles, procedures, practices, and mental health disorders; DSM 5-TR; ASAM levels of care; and treatment modalities, and recovery models and strategies. Capable of making diagnostic impressions within scope of practice. Have an appreciation of diversity and adherence to the Mental Health and Addiction Certification Board of Oregon (MHACBO) and National Association for Alcoholism and Drug Abuse Counselors (NAADAC) Code of Ethics.
  5. Skills: Must have skills in dealing with the public and the ability to coordinate services across various agencies and community groups. Must have the ability to communicate effectively in writing and verbally. Ability to prepare concise and complete reports. Flexibility and ability to work effectively with youth, families, adults, allied agencies, and the public. Must be computer literate. Ability to understand and use the EHR system.
  6. Expected Hours of Work: Hours of typical operation are M-F, 8:00am – 5:00pm. Must be able to work a flexible schedule, as needed.
  7. Personal Protective Equipment: Must be able and willing to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.
  8. Supervisory Responsibility: This position does not directly supervise staff.
  9. Travel: Travel (using a company vehicle) occasionally required for this position.

ESSENTIAL FUNCTIONS

  1. Collaborates with the SUD Clinical Supervisor and counselor(s) to determine continuum of care
    for program participants.
  2. Provides individual, family and group counseling and participates in case conferences.
  3. Ensures that adequate training in the use of any curriculum being delivered to clients has been
    obtained.
  4. Directly delivers the assessment of all newly arrived clients to whom assigned.
  5. Reviews own clinical documentation (treatment progress, treatment plans, and client
    coordination of care plan) and conducts regular quality assurance and quality improvement
    reviews to ensure that all appropriate record-keeping is performed on a timely basis.
  6. Acts as the program’s liaison with families and offers recommendations for program
    development and improvement.
  7. Provides ongoing client assessment to identify changing needs pertaining to the individual and
    family treatment and development strategy.
  8. Performs joint case planning and coordination in substance abuse treatment and prevention
    issues with other community agencies such as schools; group homes; community corrections and
    detention facilities; community hospitals; and other Department of Human Services programs.
  9. Coordinates client placement into residential treatment and/or transitional housing as necessary.
  10. Conducts regular chart reviews, ensuring that all appropriate record-keeping is performed on a
    timely basis and that all governing agency regulations are met.
  11. Attends meetings called by the program director and participates in discussions concerning the
    revision, improvement and expansion of existing programs and offers recommendations.
  12. Participates in quality assurance, quality improvement and utilization review activities and
    makes recommendations to the program director for plans of corrections.
  13. Maintains established performance and conduct standards in accordance with organizational
    expectations.
  14. Participate in continuing education courses and engage in clinical supervision to maintain
    certification/licensure.
  15. Maintain a 60% productivity rate.

is a federal law which, in part, protects the privacy of individually identifiable patient
information, provides for the electronic and physical security of health and patient medical
information. Patient information of any kind must be kept confidential. Confidentiality and
compliance with HIPAA, Federal Confidentiality Regulations (42 CFR Part 2), and State
Confidentiality Regulations as specified in ORS 179.505 and 192.518 through 192.530 must be
followed.

WORK ENVIRONMENT/PHSYCIAL DEMANDS/LIMITATIONS/HAZARDS (ADA):

1)   Regularly required to use office automation including computer and phone system that require fine
manipulation, grasping, typing, and reaching mobility required.
2)      Manual dexterity and coordination are required over 50% of the work period while operating
equipment such as a computer keyboard, calculator, and standard office equipment.
3)      Frequently or occasionally required to sit, squat when adjusting equipment or retrieving items,
stand, walk, bend, kneel, stoop, reach with hands and arms, and manipulate objects.
4)      Duties involve moving materials weighing up to 10 pounds on a regular basis such as books, office
equipment, etc. and may infrequently require moving materials weighing up to 25 pounds.
5)      Specific vision abilities required by this position include close vision, peripheral vision, distance
vision, and the ability to adjust focus.

Employee is responsible to maintain and continue professional development associated with current
position through attending facility required/offered educational in-service classes. Employee is
responsible for providing to the Human Resources Department for personnel files, any certificates
associated with attendance of seminars /professional development classes or in-service programs. If
professional license/certification is required, employee is responsible for timely renewal and
providing copies of licensure/certification to Human Resources Department for maintenance of
personnel file.
